Suspension of a Player’s Handicap

The National Union, ‘Area Authority’ or Home Club of a player must ‘suspend’ the handicap of a player if there is belief that the player has

  • failed to comply with the obligations and responsibilities of the scheme (repeatedly), or
  • conducted himself in a manner that is not in the best interests of the game of golf.

Whilst a handicap is suspended, the player is not eligible to enter any competition that requires a CONGU handicap. The suspension takes affect for all clubs at which the player holds membership.

Suspensions can only be invoked if the player has been

  • advised of the period of suspension (and any other conditions), and
  • given an opportunity to appear before the committee.

Lapsing of a Player’s Handicap ("Starred Handicaps")

This information relates to clubs in Scotland only and came into effect in 2002.

Starred Handicaps are handicap awards under the CONGU system which are not eligible to be used in Competitions. They occur when a minimum number of qualifying scores have not been returned between Annual Reviews (a once per year review of handicaps made by each member club prior to 1st March each year) and relate to clause 17.6 of the CONGU Handicapping system.

'Starred' handicaps remain in use for Social golf and the like.

Currently, only the Scottish Golf Union and Scottish Ladies Golf Association have invoked the optional clause 25. Therefore, only players who have their Home Club in Scotland are affected. Players in England, Wales and Ireland are not included.

Clubs in England, Wales and Ireland may NOT lapse any Handicaps.

A handicap becomes 'Starred' when a player fails to return three or more qualifying scores between Annual Reviews of his home club. These qualifying scores need not be restricted to Home club competitions, providing they are recognised Handicap Qualifying Competitions.

A 'Starred' handicap can become eligible to be used in competitions again.
