What's New in HandicapMaster 9.0

Introduction

New program icons are used for the HandicapMaster, Player Entry and ClubWebsite programs. To start HandicapMaster, look for the 'yellow flag on golf green' icon!...
New program icons
New icons are also used within the HandicapMaster program itself.
Extra spacing is provided between items listed in the main program lists, for easier operation.
The presentation of the tasks and places list in the left hand column is simplified, and now adds a scroll bar when required.
Notifications are added to the system that will show a highlighted message when a specific event occurs. The notification may be actioned or cleared. You may elect to choose which notifications to receive through the FILE menu OPTIONS facility.

CONGU Handicapping

You may now elect to run singles competitions where players have a second choice of Tees to play from (for example, some competitors playing from the White Tees whilst others playing from the Yellow Tees). When combined with the 'Adjust Competition Handicaps' option selected in the competition template, players handicaps for competition ranking purposes will be adjusted in line with Appendix O of the CONGU UHS. With this option enabled and a Start Sheet created for the competition, you may elect to have players select their Tees choice as part of entering their score or pre-select which Tees players will be playing from as part of the Start Sheet creation.
You may now enter separate Men's and Ladies' Standard Scratch Scores for the same course and same tees, operating what is sometimes called Genderless Tees (for example, you may enter both a men's and ladies' SSS for the red tees on your course).
When recording Away Scores, if you select the competition to be 'non-qualifying' status, you may now identify the score as from either a Singles, Foursomes or Greensomes, Four-Ball Better Ball, Team or Society competition.
In Ireland, 'relevant' Society Scores attract a General Play adjustment to player's handicaps. You may now enter Society scores and then optionally elect for HandicapMaster to raise the applicable General Play adjustment to the player's record (Ireland only).
When entering a General Play change, Continuous Handicap Review increase or Annual Review adjustment, you may now elect to enter the handicap adjustment as a fixed amount of adjustment rather than a change to a set new Handicap value.

CONGU® UHS 2016 Changes

Initial Handicap Awards

You are now requested by CONGU to record the scores each player returns for the purpose of gaining a first Handicap award. CONGU call these 'Initial Handicap cards'. The following new features are added to HandicapMaster:
  • A new Handicapping menu option Initial Handicap Card is added to enable you to record the scores.
  • A new Initial Handicap Cards list is added to the Handicapping place, through which you may view, edit and cancel Initial Handicap cards.
  • Once the necessary number of cards have been entered for a player, the system will recommend a handicap award (in conjunction with Unified Handicapping System Clause 16, Appendix J and Appendix K).
  • The scores returned for handicap award are displayed in the player's handicap record.

CONGU® Club and CONGU® Disability Golf Handicaps

  • CONGU® Club Handicaps may be allotted to members of any age group, previously these were limited to Juniors.
  • A new report listing members with CONGU® Club Handicaps and CONGU® Disability Golf Handicaps is added.

Handicap Status

  • Competition/Non-Competition status of players' Handicaps is extended from England, Scotland and Wales to all countries.
  • Different regulations for Handicap Status in operation between England/Wales and Scotland are now replaced with a new, standardised, set of regulations. Highlights of the new system include
    • Handicap Status will be reassessed for all members automatically on 1st January each year.
    • Restoration of Competition status now requires Handicap Committee intervention (no longer automatic as previously in England and Wales).
    • The Committee has the opportunity to set a new Handicap award when the Competition status is reinstated (i.e. change the player's Handicap).
    • Entries are added to the players' handicap records when they lose or regain Competition status.
  • Notation for Competition Handicap status ('c' character) is now displayed against players' Playing Handicaps, rather than Exact Handicaps.
  • Customers in Scotland and Ireland now have the choice whether to allow players with Non-Competition handicaps to enter a competition, or enter but not be listed in the results, or not be allowed to enter a competition, through a setting in the competition template.
  • A new item Handicaps pending reinstatement is added to the Handicapping place. This lists those players who have returned sufficient scores since they lost their Competition handicap to warrant their Competition status reinstating and provides tasks to reinstate the handicaps.
  • A new menu item 'Change Competition Handicap Status' is added to player's list pop-up menus, enabling Competition Handicap status to be changed for a chosen player.
  • HandicapMaster now displays a notification to advise when there are players due their Competition handicap to be reinstated.

Handicap Adjustments

  • Handicaps for players with Club and Disability Handicaps now increased by 0.1 when returning scores outside of their Buffer Zone.
  • Men's handicaps are prevented from increasing from category 4 to category 5 (unless they hold a Disability handicap).
  • Ladies' handicaps are prevented from increasing from category 5 to category 6 (unless they hold a Disability handicap).
  • In Ireland, the previous restriction (UHS Clause 4.5(c)) to limit handicap increases during a calendar year to 2 strokes is amended to a limit of 1 stroke. In addition, when a handicap is increased by a manual adjustment (such as General Play, Annual Review or Continuous Handicap Review), this no longer resets the minimum value of the year. Players are likely to be immediately blocked from their handicaps increasing any further that year. The previous '2SL' indicator used in players' records is replaced with '1SL', now displayed in the CONGU Ident column.
    There continues to be no limit for a player's handicap to increase in England, Scotland and Wales.

Competition Scratch Score

  • Scores for Men in category 4 are now included in the CSS calculations (unless holding a Non-Competition Handicap).

9-hole Qualifying Competitions

  • Handicaps for Category 1 players now adjusted after returning scores in 9 hole Qualifying competitions.
  • The previous regulation preventing a category 2 handicap being reduced into category 1 as a result of a 9 hole competition score is removed.
  • Handicaps for players with Club and Disability Handicaps now increased by 0.1 when returning scores outside of their Buffer Zone.
  • The number of additional Stableford Points added to players' competition scores, for handicapping purposes, now varies between 0 and 18 depending upon the competition score returned by the player.

Exceptional Scoring Reductions (ESR's)

  • Lower ESR handicap adjustment applied when average of the two exceptional scoring Nett Differentials is -5.5 or -6 (i.e. Amendment to ESR tables).
  • Repeated exceptional scoring no longer compounds ESR's (i.e. once an ESR is applied, a further two exceptional scores are required to trigger another ESR).
  • Acceptance of ESR's into player's records is mandatory in England, Wales and Ireland. ESR's do not apply in Scotland.

Handicap Records

  • CONGU Three Letter Identifiers are amended following the introduction of a revised set of codes by CONGU.
  • It is now a mandatory CONGU requirement that non-qualifying singles competitions are included in the printed Handicap Records. Selection option to choose whether to include these is removed from the REPORTS > LAYOUT AND OPTIONS window.
  • It is now a mandatory CONGU requirement that the list of Three Letter Identifiers is displayed on the front page of the Handicap Record report.
  • The layout and content of CONGU handicap record report is amended to match new regulations from CONGU.

Away Player Handicaps

  • CONGU now require Away player handicaps to be recorded as 'Exact' handicaps, to one decimal place.

Annual Review of Handicaps

  • The report now includes Category 1 players.
  • The report wording and layout is amended in line with the 2016 CONGU software specification.
  • Players to be considered for increase; Players with a Performance against Target value of greater than 5 and three or more competitions will now have a 2 shot increase recommended. Previously a 2 shot increase was only recommended if at least seven competitions were available and the Performance against Target value was greater than 5.
  • A new option to review excessive No Returns by players is included in the Annual Review Report.

Continuous Handicap Review

  • A new report Continuous Handicap Review is added to identify players who have submitted handicap qualifying scores showing a current sequence of 7 or more consecutive instances of a 0.1 increase in handicap.
    Upon CONGU direction, scores returned before 1st January 2016 are excluded from this analysis.
  • An notification is added that will, once a month, highlight when one or more players currently have a sequence of 7 or more consecutive 0.1 handicap increases, and provide quick access to the report.
  • A new Continuous Review Increase facility is added to record a CRI adjustment for players identified by the Continuous Handicap Review.
  • A new report is added to list players who have received a CRI Handicap adjustment.
  • A new list showing Continuous Review Increases is added to the Handicapping place.

Supplementary Scores

  • You may now record Supplementary Scores played over 9 holes (low handicap players excluded).
  • You may now record Supplementary Scores for players with CONGU® Club Handicaps.
  • You may now record Away Supplementary Scores for your 'home' members (CONGU regulations state that these may only be played at away clubs the player is a member of).
  • The eligibility criteria allowing players to return Supplementary Scores are modified, accounting for (complex) different regional arrangements.
  • The Report 'Supplementary Scores (Eligibility)' is renamed to 'Supplementary Scores (Summary)' and now lists the number of supplementary scores submitted by members and the remaining number available that may be submitted. The report also takes account of the regional variations with respect to Category 1 and now lists players with Club Handicaps too.
  • The list of Supplementary Scores in the Handicapping place now shows the venue where the score was played and the number of holes played.
  • When entering Supplementary Scores, you will now be asked to select the player first before entering details of the score.
  • You may now view the scorecards of 'home' Supplementary Scores entered using HandicapMaster version 9.

Handicap Allowances

  • CONGU has advised that handicap allowances for Four Ball Better Ball (FBBB) competitions should use 90% handicap allowance. Default allowance for FBBB competitions now set to 90%.

    Existing FBBB opened competitions and competition templates may be adjusted to 90% allowance as part of upgrading to 2016 software.

Player Entry

  • CONGU has again made it mandatory that any Score Entry system where players enter their own scores must offer a screen for players to reduce their handicap where they have scores not yet applied to their Handicap Record (Clause 20.11). A simpler screen, requiring less clicks and presenting less wording on screen is now presented to players for this purpose.

European Golf Association (EGA) Handicapping

You may now elect to run singles competitions where players have a second choice of Tees to play from (for example, some competitors playing from the White Tees whilst others playing from the Yellow Tees). With this option enabled and a Start Sheet created for the competition, you may elect to have players select their Tees choice as part of entering their score or pre-select which Tees players will be playing from as part of the Start Sheet creation.
A new option 'Adjust competition handicaps' is added to Commpetition Templates to cater for players playing from different sets of Tees. When selected, players playing over a course with a higher Par value are awarded additional handicap strokes, for competition results purposes (EGA Handicap System, Appendix C).
A new report is added (called Playing Handicaps List (for Competition)) that allows you to generate a list of player's Playing Handicaps for a forthcoming competition, based upon the course (and Tee selection) they will be playing.
A new list called Extra Day Scores is added to the Handicapping place. This enables you to view a list of the Extra Day Scores entered into Handicap Records.
When entering Extra Day scores, you will now be asked to select the player first before entering details of the score. You now have the opportunity to select which Tees the player played from, when returning their Extra Day Score.
A new handicap allowance called EGA 9 Hole Handicaps is introduced that, when used, will trigger the use of the 9 Hole Playing Handicap calculations. This allowance is available when selecting singles play over 9 holes.
For National Federations, a new export facility is added to the Handicapping reports. This allows the handicapping data to be exported to a file for sending on to the EGA Handicap Research Group, when requested by the Research Group.

EGA Handicap System 2016 changes

Regional Options

  • A new menu item (HANDICAPPING -> CONFIGURE HANDICAPPING RULES...) is added to allow you to select the applicable system configuration and discretionary options chosen by your national federation.

New Category 6 Handicap

  • A new Category 6 is introduced, allowing Handicap awards of 37 to 54, with its own Playing Handicap calculation.

Handicap Adjustments

  • Handicaps in Category 5 now increased by 0.1 when players return qualifying scores outside of their buffer zone.

9 Hole Competitions

  • Players with Handicaps in Category 2 may now enter 9 Hole qualifying competitions.
  • Course ratings for Front 9 and Back 9 holes are now described as 9-Hole values, not doubled as 18-Hole values(#).

Handicap Status

  • Handicap designation of active/inactive no longer forms part of the EGA regulations and references relating to Handicap Status are removed.

Handicap Review

  • Annual Handicap Review is replaced by Handicap Review which now recommends changes to handicaps, but does not automatically adjust handicaps. This report is now available to be run at any time of the year. It will use the player’s scores in the last 12 months (8 scores required), extending to 24 months previous if less scores than 8 in the last year. This report will not use data collected from before 2016.

Computed Buffer Adjustment (CBA)

  • The CBA calculations are revised to the latest specification from the European Golf Association.

Handicap Records

  • The Handicap Record report is amended to match new regulations from EGA.

Away scores

  • When entering away scores, the Slope Rating of the applicable course is now requested to be input. This is required in order to be able to include these scores in the Handicap Review.
(#) Upon first running the 2016 version of HandicapMaster, an attempt will be made by the system to convert Course Rating values for Front 9 and Back 9 Holes to 9-Hole values, by halving existing values entered. Please check and correct any 9-Hole course rating values that have been miscalculated.

Society Handicapping

You may now enter separate Men's and Ladies' Standard Scratch Scores for the same course and same tees, operating what is sometimes called 'Genderless Tees' (for example, you may enter both a men's and ladies' SSS for the red tees on your course).
The ability to run Society edition as a 'Network' edition is introduced. Please contact HandicapMaster support for further details.
The layout and content of the handicap record report is amended.
Aways players' handicaps are now recorded to one decimal place.

Membership

In the CONGU handicapping editions, when importing membership records from CSV file, you may indicate that a player holds a Competition handicap by appending a letter 'c' to their handicap value (E.g. '18.5c'). Import no longer recognises columns with title 'SCORES PREVIOUS SEASON'.
In the CONGU handicapping editions, the All Members list now shows the Status as 'c', for clearer reading.
When exporting membership records to CSV file, a progress bar is now displayed on screen to indicate progress towards completion.
A new list Members without Handicaps is added to the Players place.

Distribution Lists

When creating a new list of members or visitors (past or present) the option for the list entries to be automatically maintained by the system is now the default setting.
In the CONGU editions, when creating or changing a list of current members or visitors, you may now elect to include or exclude players without a handicap, and/or players with a CONGU Club Handicap.

Player Entry

You may now elect to have the Leaderboard scores published to Master Scoreboard, allowing your members to view the live scoring online. See option PUBLISH SCORES TO MASTER SCOREBOARD WHEN LEADERBOARD DISPLAYED in the Player Entry wizard.
The default behaviour when starting Player Entry is changed so that no Userid or Password is required to start the program. If you wish Player Entry to prompt for a Userid and Password, you may use the new command line option '/login' to activate this. Program command line option '/User' is deprecated.
A new 'View Information' service My Competition Fees is added when a separate 'purse' for competition fee processing is enabled. This separate purse is a new feature of the Subscriptions Invoicing and Payments Option.
Where players are offered the option to amend their handicap at score entry time, a simpler screen requiring less clicks and presenting less wording on screen is now displayed for this purpose.
If you are running the CONGU Premier or Network editions of HandicapMaster, you may now configure Player Entry to allow your members to record Supplementary Scores. Where they do, their scores will be collected into a holding area. You will be alerted when one or more scores have been returned. You may then elect to View/Edit the score, accept the score into the player's handicap record or reject (cancel) the score.
When displaying competition scores on the leader board for a mixed competition where players receive additional handicap strokes for competition result purposes (mixed tee or mixed gender competition), players are now placed in divisions based upon their Playing Handicap, excluding any additional strokes. This ensures the leader board display will be consistent with the results generated after closing the competition.
If you are running the Premier or Network editions of HandicapMaster, you may offer a button on screen that exits Player Entry and restarts Player Entry using an alternative database instance. To do this, use the Run an external program service service. For example, if you have two databases (Men and Ladies) you could allow players to switch between the two systems on the one player entry terminal.
A right click menu is added to the Player Entry profile list in HandicapMaster. This includes a new facility enabling you to create a copy of an existing Player Entry Profile.

Central Databases of Handicaps (inc. GOLFNET in Ireland)

When publishing to the CDH you may now elect to publish records for only players with records that have changed since last publish. Where you are publishing regularly to the CDH, this option is likely to reduce the amount of data sent to the CDH, and therefore reduce the time taken to publish. Data for all players will be sent the first time that you publish after installed HandicapMaster version 9 and therefore this improvement will not be experienced during this first publish.
When checking the handicap of a player through the CDH, you will now be better informed if the player has had their handicap suspended by their home club.
(England) You may now send out or receive in Supplementary Scores for your members through the CDH.

Competitions

Competition templates; The restriction on entry based on a handicap range is now applied to the player's exact handicap rather than playing handicap.
Stableford and Par Competitions; You may now issue penalties, under Rules of Golf 32, that apply to the total score for a player or team without applying penalty strokes to any of the individual holes. You may do this through the addition of a new 'Rule 32' button displayed on the scorecard screen in HandicapMaster.

3 and 4 player Am-am competitions; You may now elect to use 90% handicap allowance.
When entering competition and other scores into HandicapMaster, the scorecard screen now displays a description of the course tees used. If less than 18 holes are in play, shading is now applied to unused holes.

Best-of Series

The list of competitions now indicates if the competition is a qualifier or non-qualifier.
You may now select players to be included in the Series, either overall or on a competition-by-competition basis.
When splitting the players into divisions in the report, you may now elect to base the divisions that players are entered into on the handicap they held on a specific date of your choice.

Order of Merit

You may now select players to be included in the Order of Merit, either overall or on a competition-by-competition basis.
When Include Descending Points for each place is selected the points now start at the number of entrants and drop to 1, previously the points started at (number of entrants - 1) and dropped to zero.

Knock out draws

In the Premier or Network editions of HandicapMaster, when you are creating a new draw, you may now Autofill the list of entrants using the list of those players who have signed in and/or entered scores in a stroke-play competition that you currently have opened.

Reports

You may now choose a reporting period (within the last six months) for the Callback Log report.
A new report enabling Playing Handicaps to be listed for a forthcoming competition is added to the EGA Handicap editions.
A new report (Handicap adjustments at Score Entry) is added that enables you to view which players have elected to reduce their handicap for a competition (such as CONGU UHS Clause 20.11), or had their handicap adjusted by the competition official when entering their score.
A new report (Initial Handicap Cards) is added to the CONGU editions that lists initial cards submitted for the purpose of gaining a first handicap.
A new report (Other Club Membership) is added to list members holding Other Club memberships.
Selection option to choose whether to include non-qualifying competitions in the Handicap Record report is removed from the REPORTS > LAYOUT AND OPTIONS window.
The Non-Competition Handicaps (Possible Candidates) is now limited to CONGU editions of HandicapMaster and is amended to only list players with a current Competition handicap who may be in line to lose this.
The option to choose the font and colours used in the Handicap Record report is withdrawn.
The Away Scores (Recorded) report is enhanced to allow the report to be run for individual members. The format of the report is modified to be similar in format to the handicap record report. (CONGU and EGA editions only).

Master Scoreboard

You may now display live scoring through the website by electing for the Player Entry leader board to send score updates to Master Scoreboard.
You no longer have to deselect or delete Knock-out Competitions, Best-of Series results, Eclectics, Order-of-Merit results or 'Exceptional Scoring' reports when out of date to clear them from Master Scoreboard. If they have not been updated, they are removed automatically when the date of the last update is before the date of the earliest competition result being published.

Subscriptions, Invoicing and Payments option

Accounting Year

You may now select the Accounting Year Start Date which is used when displaying Subscriptions, Invoices, Payments or Competition Fees lists in the Current Accounting Year.
The lists titled Current Year for Subscriptions, Invoices, Payments and Competition Fees is now renamed and uses the Accounting Year Start Date rather than the 1st of January of the current year.
When exporting Subscriptions, Invoices, Payments and Competition Fees it is now possible to limit the export to data within the Current Accounting Year.

Competition Purse

A separate 'purse' for competition fee processing is added. This allows for an immediate deduction of competition fees when a player signs-in or books into a competition through Player Entry. It enables subscriptions and competition fees to be managed separately with separate 'purse' balances.

Subscription and Invoice templates

A new Custom Payment Schedule is added. Between 1 and 12 monthly payments may be selected as required.
You may now choose how payments are split:
  • Split Values Equally
    • First payment adjusted for any remainder that cannot be split (this is the default for a new template).
    • Last payment adjusted for any remainder that cannot be split.
  • Or Round Values
    • All payments to be whole number except First.
    • All payments to be whole number except Last.

Other

You may now reprint Invoices.
You may now void multiple Payments in one go.
Void Multiple Subscriptions item is added to the pop up menu on All Subscriptions and Subscriptions in Current Year lists.
The following reports are renamed:
  • 'Member Account Statement' becomes 'Member Purse Account Statement'
  • 'Member Transaction History' becomes 'Member Purse Transaction History'
  • 'Account Balances (Summary)' becomes 'Purse Balances (Summary)'
Where VAT is not being used, reports and forms are simplified by removing the VAT related items.
When exporting Subscriptions, Invoices, Payments and Competition Fees and when VAT is not being used the NETT and VAT columns are no longer exported.

ClubWebsite

A toolbar and a right-click context menu are added to the Text and Text alongside a Picture items text entry box to provide easier copying, cutting and pasting of text.
When editing a Table item, you may now paste text from an external source such as Microsoft Excel or Word into the Table. You may also copy table contents and clear the table using new Toolbar buttons.
Adding a table into a web page
The presentation of the tasks and places list is simplified.

Other

A notification will be displayed if the program recognises that older HandicapMaster version 8 software is present on the computer, offering a link to uninstall the older software.
Player Export and Import now supports the separate 'purse' for competition fee processing. The time taken to complete a Membership Export to CSV file is reduced.
Online Backup service - Service Expiry date check and message displayed to users improved.
When entering a manual handicap adjustment, such as a General Play change, the amount of adjustment is now displayed alongside the new handicap selection box.
New program icons are provided when configuring extra databases to the system.
